Which of the following most accurately describes the problem?

A VIGOROUS campaign against

nationalization is being conducted in the Yorkshire West Riding Area of the Road Haulage Association. A horse and dray carrying a double-sided display of posters, 11 ft. 6 ins, long and 5 ft. 6 ins, deep, will parade the various towns where, during October, there will be a week's showing of the R.H.A. anti-nationalization film. There will also be an exhibition of posters and literature, and signatures for the antinationalization petition will be sought.

Another propaganda move in the area is the display, in the centre of Leeds, of a giant cartoon on a poster 20 ft. long and 10 ft. deep, stressing the importance of efficient road transport for agriculture. Under the heading, "Free enterprise will produce corn, but nationalization will produce forms," the cartoon depicts a lorry laden with agricultural produce, stopped near a signpost pointing "To prosperity markets," by a top-hatted and bespectacled official, who, from behind a barrier marked "red tape," confronts the driver with an assortment of Government forms.
