• The Government is withholding details of an independent report which is believed to say congestion will not be eased by more roads, undermining the Department of Transport's roadbuilding policy.
It is refusing to release the findings from the industry and academic-led Standing Advisory Committee on Trunk Road Assessment until the end of the year. In the meantime road projects are being discussed at public inquiries without the participants being allowed access to the latest details on congestion.
Campaigning environmental group Alarm UK believes that many of the Government's £19bn of roads programme projects could be turned down because of the latest findings.
