Alter the conditions which a person suffering from epilepsy has to satisfy if s/he is to be granted a driving licence. The principal change is that the period during which s/he must have been free from attacks while awake is reduced from two years to one year. There are also as a result changes to the rules on those who have a history of sleep attacks.

SI No 1911The Road Vehicles (Registration and Licensing) (Amendment) {No2) Regulations 1994—cif 31 August 1994.

Extends the issue of trade licences to businesses modifying vehicles at any time and valeting them prior to sale, whereas

previously they had only been issued for such activities prior to registration. Also allows vehicles used to travel to or from the place of collection of a vehicle to be carried in that vehicle.

SI No 2136The Motor Vehicles (Tests) (Amendment) Regulations 1994—cif 5 September 1994.

Fees for MoT tests increased—cost of Class IV tests (cars & light vans up to 3000kg) increased to £26.10; Class V tests (large private passenger vehicles) increased to £33.04; Class (VII) tests (vehicles gross weight 3000-3500kg) increased to £28.84.

The Road Vehicles (Construction and Use)(Amendment) Regulations

In-cab height signs for vehicles over 3m; warning systems for vehicles with high-level power operated equipment; notification to highway authorities of vehicle and loads operating above 4.88m. Still under discussion and awaiting implementation date.

Marking of School Buses—As from I October 1994 it is legal to display warning signs on the front and rear of school buses—silhouette of two children on yellow reflective background. Fitment on school buses will be compulsory from I April 1995.

The Road Vehicles Lighting (Amendment) Regulations 1994—The old (1989) regulations contain a number of provisions requiring lamps and reflectors to comply with specified British Standards. The amendments enable fitment of reflectors complying with equivalent standards. Motor vehicles first used on or after I April 1996 and trailers manufactured on or after I October 1995 must be fitted with rear markings complying with ECE Regulation 70. Older vehicles may comply with new or old regulations.
