Which of the following most accurately describes the problem?

ON THE EVE of the International Motor Show, the Society of Motor Manufacturers and Traders released sales figures for September which show a 26 per cent increase over the same month last year.

The importers' share rose from 20 to 27 per cent. There were 18 per cent more commercial vehicles registered in the first nine months of the year than in the same period last year. On November 6, the Japanese Automobile Manufacturers' Association (JAMA) will meet SMMT to discuss import quotas to the UK for next year.

JAMA has failed to respond to invitations from SMMT to discuss the matter for several months.

It now appears to be bending to pressure from the Ministry of International Trade and Industry.

There are large stocks of unsold Japanese vehicles in the UK, and it appears that JAMA might use the figure for sold and unsold vehicles to argue its 1979 import quota.
