Two years ago Hugh Gardner, who held a public inquiry into compulsory purchase orders for the Water Orton section of M42 reported that discussion of need was urgent. His advice has just been rejected by the Secretaries of State for the Environment and Transport.

If his findings were to be treated with such procrastination and insouciance, why was he appointed to hold the inquiry? And why has it taken the Ministers two years to reach a simple decision on something that their adviser regarded as urgent in 1976? Perhaps they have been in their jobs too long.
