Which of the following most accurately describes the problem?

A LORRY ban in West Yorkshire is premature and unrelated to any traffic figures, according to a local Freight Transport Association official.

Northern regional controller Bob Cross has hit out against West Yorkshire County Council's plans to ban goods vehicles of five tons or over from 13 bridges over the River Aire.

He said: "The proposed experimental restriction is not based on accurate traffic counts. County council officers cannot state precisely how many vehicles will be affected which do not use the A64 York road, and this problem is compounded by the unknown number of vehicles which will be granted permits.

"Until the answers to these questions are known," he continued, "the introduction of the proposed experimental order should not even be considered."

Mr Cross went on to criticise the ban on Aire bridges as having wider disruptive effects upon traffic travelling between Bardford and Malton, Barnsley and Harrogate, and Keighley and Scarborough, none of which is expected to use the York Road.
