NEGOTIATIONS on a new ecopoints system, setting quotas for hauliers travelling through Austria, have stalled after disagreement between the European Parliament and the EU Council of Ministers.

Without agreement there is uncertainty over how HGVs might pass through Austria, which wants to preserve the environment. If there's no deal by next Tuesday (25 Nov), the proposal will probably fail, leaving a question over a replacement for the existing Ecopoints scheme, due to expire on New Year's Day. Don Armour, international services manager at the FTA, says:" We're sympathetic to Austria, but we'd like to see the back of this scheme."
