Which of the following most accurately describes the problem?

I am employed by a haulier who operates

up to 15 goods vehicles including artics on a national contract for a worldwide organisation. Because the vehicles are all on hire there are no Operator's Licence discs displayed. I have discovered that this company is operating without an 0-licence and has done so for a number of years. Tachograph charts are never checked and are frequently binned, simply because they are from hire vehicles and difficult to trace unless the vehicle is stopped en route. Goods vehicles are also operated across Europe. Am I right in thinking that in the event of an accident the insurances are invalid? What would be the penalties for being caught without the 0-licence and all of the implications to follow if I "whistleblow"? I have to deal with my conscience because up to 30 people will be out of a job including myself. I do not enjoy working like this, but the company pays decent money and decent jobs are hard to find.
