Which of the following most accurately describes the problem?

minimum for transporting children to •school did not meet with a very enthusiastic Government response in the Commons last week. Mr. R. E. Prentice, Minister of State for Education, pointed out to Mr. Clive Bossom (Tory. Leominster), who raised the matter, that the present arrangements gave local education authorities power to make special provision if they considered that local conditions justified it. He promised to bear in mind Mr. Bossom's suggestion that a county-bycounty survey should be carried out to see whether the arrangements could be made much more flexible.
