Which of the following most accurately describes the problem?

• The Minister of Transport has made a grant of £2,707,364 to the Corporation of London towards the estimated cost of £4,314,818 of carrying out the second stage of the Blackfriars Bridgehead improvement.

The first stage comprised a four-lane underpass on land reclaimed from the Thames beneath Blackfriars Bridge. This was opened in August 1967. The underpass will now be linked with a new road along the river bank which will join an improved section of Upper Thames Street as far as its junction with Queen Street. This will provide a continuous dual-carriageway route from the Embankment at Blackfriars Bridge to Arthur Street and King William Street, thus linking Blackfriars., Southwark and London Bridges.

A flyover at Bennet's Hill will provide a new link to the underpass for west-bound traffic and for pedestrians from Queen Victoria Street.

An unusual feature is that much of the new road will be covered by decking. On this will be built schools and offices as part of the Corporation's plans for developing the area between Blackfriars Bridge and Queen Street.
