Which of the following most accurately describes the problem?

• Chris Hope of Kraft Foods Ltd., was the overall winner of the Fleetwood LDoY round held last Sunday. Mr. Hope was docked only 64 points in Class D, the largest class of the round. After winning at his first attempt, the new Fleetwood champion said that this type of competition helps to "keep drivers on their toes". As a bonus for winning, he received two tickets to vist the Isle of Man on the Stella Marina by courtesy of Norwest Hovercraft Ltd.

One particularly unfortunate driver was J. 8. Bamford (Bamford and Sons Ltd.). who was driving an Austin in Class D. On the front of his vehicle he had an ornamental wheel, the centre of which protruded further than any other point. In the loading bay test this point went between two rails on the first barrier. After a discussion, it was decided that in theory that barrier had been touched and Bramford lost 100 points. As the national steward, Mr. J. Johnson, said, with solid barriers there would have been no doubt.

No fewer than six previous finalists showed their reluctance to hand over their class winner's titles to other men. Class E2 was won by E. Cooper (Shell-Mex and BP Ltd.) for the fourth time in succession. With a superb piece of driving in the kerb parking test, where his rear wheels finished only two inches from the kerb, he really displayed his skill. Robert Wall (Paraffin Distributing Co. Ltd.) must also like driving in the LDoY final for he has already competed in 1967 and 1968 and his 88 points in Class B show that he's worthy of his third visit to Bramcote.

I did not hear many complaints from the 38 competitors although there was one point which caused concern. Some drivers told me that they were presented with their route instructions barely a minute before starting. They stressed the fact that reading where they had to go while driving did not seem to them good for road safety.
