Which of the following most accurately describes the problem?

IDLabour MP has bypassed the usual constitutional routes to persuade the Queen to ban bull bars from the royal fleet.

Paul Flynn, MP for Newport, wrote directly to the Queen warning her of the dangers of bull bars, which he says are fitted for "purely cosmetic reasons" and serve no practical purpose. The bars, he adds, cause "unnecessary injury and death". Flynn had seen the offending bars on a Royal Parks Agency Land-Rover Discovery in St James's Park, London. Her Majesty responded by immediately banning the bars from all vehicles patrolling royal parks. Sometimes it does no harm to go straight to the top.
