Which of the following most accurately describes the problem?

• Leyland Bus intends to use the world-wide organisation of its parent Volvo to promote the double-deck bus concept, says marketing director Owen Quinn. A new generation of buses will be designed from scratch for export, not simply adapted from UKdesigns.

Last week's announcement showed exactly how Leyland Bus is taking its place as a manufacturing unit in the Volvo empire. Volvo is investing million in order to build the BIOM chassis at Workington, using a modified form of the Swedish "work-team" instead of a production line. Production is set to rise from 80 in 1990 to an eventual 1,000 a year, with exports to France, Belgium and the Netherlands, as well as vehicles for the UK.
