Which of the following most accurately describes the problem?

• The Department of the Environment has refuted reports that the obligatory date for tachographs on vehicles carrying dangerous goods has been put back to 1978. The reports apparently arose from an ambiguous record of a European Parliament meeting.

The obligatory date stays at January 1 1976.

The only recent change in proposed EEC tachograph arrangements is that nationally type-approved tachographs may be used on vehicles carrying dangerous goods until the end of 1979; formerly the dangerous-goods vehicles were excluded from this concession. From January 1 1980, tachographs to full EEC standard will be required on all vehicles to which tacho rules apply.
