• The Government's bid to reduce the administrative burdens on industry are being published this week as The Deregulation and Contracting Out Bill. It will introduce continuous 0-licensing.
In addition it is expected that: • 0-licences will be allowed to change hands without a fresh environmental assessment; • Traffic Commissioners will gain the discretion to grant operators more than one licence in a single traffic area; • TCs will be allowed to appoint assessors to assist on any question relevant to a licence application or the performance of a licence holder; • Lorry bans will be restricted or abolished; • Vehicle testing will be privatised.
