Which of the following most accurately describes the problem?

THE WEST Midlands did better than any other PTE in trying to match fares income to operating costs — followed closely by Greater Manchester. Bottom on the list, of course, came South Yorkshire.

These details — for 1980-81 — were given in the Commons by Junior Transport Minister Kenneth Clarke. He said that operating costs in the West Midlands had been £99 million, while fares income had been £72m — 73 per cent of the operating costs.

The figures for Greater Manchester had been £117m and £84m — 72 per cent.

It was, he noted, estimated that South Yorkshire had spent £42m on operating costs, while the income from fares had been £15 million. This represented 36 per cent.
