0 Proposals circulated on February 13 by he Minister of Transport would further !xtend the requirements regarding the issue of goods vehicle licences being conditional in the production of a test certificate. At 'resent, through regulations made by the dinister last year, a valid test certificate nust be produced when applying for an xcise licence for those goods vehicles, to vhich the plating and testing regulations ipply, registered before January 1 1961 (if 'ased in England or Wales) or before lanuary 1 1958 (if based in Scotland). 7urthermore, from April 1 1970 this .equirement will be extended to apply to re-1968 goods vehicles.

Mr. Fred Mulley's new proposals would larther extend this requirement to make it accessary, as from April 1 1971, to produce valid test certificate for any vehicle which ;hould have been tested under the Goods

Vehicle (Plating and Testing) Regulations 1968. This excise licence link, says the Minister, will then be the principal means of ensuring that valid test certificates are in force for those vehicles subject to the scheme.

The only exceptions to the requirement will be certain special vehicles operating under an order made under section 64(4) of the Road Traffic Act 1960 or those vehicles which operate in certain special areas. Even in these cases a declaration as to the special circumstances under which the vehicles operate will have to be made before a licence is issued.

If a certificate of temporary exemption issued under Regulation 57 of the Plating and Testing Regulations is in force for the vehicle, this can be produced instead of the test certificate.
