Which of the following most accurately describes the problem?

MAINTENANCE PROBLEMS and the use of three untested trailers have resulted in the licence held by Spennymoor. Co Durham-based Katem Hire being cut from 20 vehicles to IS for an indefinite period.

The company, which holds an international licence for 20 vehicles and 30 trailers, had been called before the North-Eastern Deputy Traffic Commissioner Elizabeth Perrett at a Leeds disciplinary inquiry.

The Deputy TC noted that the vehicles had attracted relatively few prohibition notices and the fleet had a first-time pass rate of over 75% at annual test. The weaknesses in the operation had been recognised. new staff employed and a recovery plan instituted.

However, the company seemed to have become complacent following a satisfactory maintenance investigation in 2003 and had allowed things to slide, relying too much on staff who were not properly audited or supervised.

Trailers were used on the road without being tested. But given the undertakings she had been offered she was reasonably satisfied that this would no longer happen.

While she was reasonably confident the company had had a wake-up call, the new staff and systems were still bedding in and the undertakings had yet to be implemented. For that reason she did not consider more vehicles than those currently in possession should be operated until the new systems had been proved to be satisfactory
