Which of the following most accurately describes the problem?

Richard Marsh certainly plays it cool, to match his reputation for relaxed Ministerial methods. At the Press conference last week to announce the very welcome drop in road accident figures he flashed through his prepared speech with the aplomb of an experienced trouper, forever ready with a smile or a witty aside when the occasion seemed to demand it.

Near the end of question time a journalist asked: "What about Scotland?"

"Oh, gawd," groaned the Minister in mock despair.

Pausing for prompting by aides.

"The figures are better."

"What's better?"

"They're less high than before."

Laughter off-stage. Everybody goes away happy.
