Which of the following most accurately describes the problem?

from our industrial correspondent

• Mrs. Barbara Castle, Minister of Employ ment and Productivity, announced on Friday that the 10s-a-week bonus for Great 'Yarmouth busmen was to be frozen for another eight months. This follows the Incomes Board report ICM last week) which found that the bonuses, to be paid for running extra one-man services last summer, were not justified under wages policy.

The Minister has invited representations to be made by December 27. Last week, she saw a deputation from the corporation and the Transport and General Workers' Union.

The deputation urged that the bonuses should be released. The corporation says it is ready to pay them but, if the freeze is extended, the earliest that the men will get their money is next August.
