Which of the following most accurately describes the problem?

REDUCED bus fares have been introduced by Middlesbrough Corporation. The maximum fare inside the town, which will cover a distance of five miles, is 2d.

Mr. F. Lythgoe, transport manager. stated that the new fares and increased services were made possible by eco nomical operation. On the basis of 0.7d. per mile, it had been arranged that two stages could be covered for Id., three for lid., and anywhere beyond that distance inside the borough for 2d. He said that new buses and better servicing of older vehicles had enabled the department to improve frequencies.

In the past financial year, the transport undertaking earned a surplus of £47,000, of which £10,000 was taken for the relief of the general rates.
