This forecast was made last week by Mr. Philip Fothergill, chairman of the Executive Committee of the Liberal Party and formerly deputy Scottish Regional Transport Commissioner, speaking at the National Liberal Club in London. He was certain that the proposed limit would shrink under pressure from doctrinaire Socialists.

Mr. Fothergill drew attention to the similarity between Conservative and Socialist methods of dealing in transport affairs. The Act of 1930 made road passenger transport a closed industry and the 1933 Act applied an almost equally rigid control to the haulage industry. As a result of these Acts, he said, there arose the large combines.
