Which of the following most accurately describes the problem?

• Fly tipping by a Staffordshire tanker driver has cost his company a £100,000 waste disposal contract plus a £1,500 fine, and could threaten its waste disposal licence.

Anthony Divall, owner of Stone-based Agrico Operations pleaded guilty at Coalville magistrates to polluting controlled waters. In addition to the fine he was asked to pay £510 in costs.

Legislation introduced by the Control of Pollution Amendment Act (1989) makes it mandatory for operators to be registered as waste carriers with Waste Regulation Authorities.

Legislation from next April under the Environmental Protection Act (1990) will introduce new waste licensing laws and went out for consultation last week.

It is possible that WRAs will be able to consider fly tipping convictions as grounds for not renewing existing waste licences.
