Which of the following most accurately describes the problem?

DRIVER UCENSING REGULATIONS • The Motor Vehicle (Driving Licenses) Regulations 1987 will come into effect on 3 September. They consolidate the existing regulations and all subsequent amendments about ordinary driver licensing into one document. Several new amendments are also included. 0 Eighteen-year-old drivers employed by a Health Authority or the Common Services Agency in Scotland will no longer be restricted to driving emergency ambulances, but will also be able to drive ambulances used for other nonurgent duties. The present age limit for these more routine duties is 21, 0 Eighteen-year-olds will now be able to drive passenger vehicles with a seating capacity of 17 rather than the present limit of 15. A European Community Regulations already permits this and domestic regulations are being amended to take advantage of this provision.
