Which of the following most accurately describes the problem?

As a sidelight on the question of the speed-limit problem in relation to estate tenders, the experience of a reader of Tile Commercial Motor is of some interest. On April 2 we reported the dismissal of a summons against Mr. J. M. Wallade, by Barnet Petty Sessions Court, on a charge of having exceeded the speed limit of 30 m.p.h. with a Commer estate tender. He has just been informed that the Commissioner of Police for the Metropolis does not propose to take further action regarding a similar incident on the -Great West Road, Hounslow, on July 18. From this information, it appears that the Commissioner takes the view that a utility van is not a goods vehicle and, therefore, need not

observe the speed limit.
