The commissioners also concluded that Glider had to an extent "slept" on their licences and that their presence was not particularly felt in Fareham.

The licence was granted although as Byngs had previously illegally set down and picked up passengers at Farehams, for reasons understood but not condoned by the Commissioners and they imposed conditions.

Passengers could only be picked up or set down on 16 occasions during the season (ie between April and November) and Sundays and Bank Holidays only.

Only 200 passengers could be picked up or set down at Fareham in one season.

A list of passengers picked up is to be sent to the Commissioners immediately after each tour.

All tours on which passengers are not permitted to be picked up in Fareham must leave Fareham via the M27 motorway and not via the pick up point.

Byngs must supply in advance dates of the 16 occasions and the destinations of the tours to use the Fareham pick up point.
