Which of the following most accurately describes the problem?

• Leeds Corporation is to have talks with the Yorkshire division of the FTA over setting up a permit system for delivery lorries.

From April 30, traffic will be banned from 10 roads in and around the "Golden Square Mile" shopping precinct in the centre of the town. Lorries will have to deliver before 11.30 am or after 3.30 pm. The move follows a public inquiry in July when originally Leeds wanted to restrict lorries between 10 am and 6 pm.

The FTA area secretary, Mr D. McIntyre, told CM: "The permit system will allow those lorries which cannot rearrange their routes to deliver goods during restricted hours. It would also allow for emergency situations, or breakdowns. But they will have to show a need — each case will be examined separately."

At the earlier public inquiry the proposals in general were approved and Mr D. Ansbro, for the council, said that other cities planning on introducing pedestrian only precincts — at present there are at least nine — could use the Leed's proposals as a precedent and include similar access restrictions.

One of the problems in the Leeds pedestrian precinct is that the majority of shops do not have rear entrances to which goods could be delivered and this would most probably be the case at any other pedestrian precinct shopping centre.
