Which of the following most accurately describes the problem?

• SuperBus 2, the second of London Country's low fare, frequent and direct bus services in Stevenage,is to come into operation tomorrow. With six single-deck buses, made up of double-doorway Swifts and MetroScanias, the service will operate between St Nicholas and the town centre and between the town centre and the industrial area. The fiat fare will be 6p for adults and 4p for children and the service frequency will be 71 minutes during the whole of each weekday except after 8pm when it reduces to 15 minutes. On Saturdays the service frequency varies between 7+ and 10 minutes and on Sundays between 15 and 30 minutes.

The present Chells service, which was introduced just over a year ago and is now working with eight vehicles, has proved popular with the passengers it serves but in spite of this, it is understood that the high cost of providing it makes it unlikely that a third SuperBus service will be introduced in the foreseeable future.

The vehicles used for SuperBus 2 are largely those which have been operating Stevenage's Blue Arrow service which ends today because of the increasing popularity of the SuperBus. It is understood that the two SuperBus services — requiring a total of 14 vehicles, plus spares, to operate — will 'receive some of the National Bus Leyland Nationals when they are introduced into operation.
