Which of the following most accurately describes the problem?

rIROM today HM Customs and Excise will accept TIR 11: carnets for the through-running from ports of importation to approved ICDs, warehouses and airports—without extra documentation or bond.

The concession results from pressure by the RHA and TRTA—which have made certain guarantees on taxes and duties—and by the MoT.

It is understood that "the terms" of the Customs announcement are approved by the MoT because Customs makes it clear that if further facilities are needed, applications will be considered.
