Which of the following most accurately describes the problem?

AS the occupation of " motor fitter, motor mechanic" is one to which restriction on the grant of deferment to young men applies, such deferment for men in this occupation kvho register on September 2 would not normally be appropriate. In view of the need for skilled labour, however, it has been agreed that, where certain conditions are fulfilled, applications on form N.S. 300 for men in this class may be considered under the normal deferment procedure. The conditions are :—

(a) That the man concerned entered the motor repair industry on or before April 1, 1943. and has had continued experience as a motor fitter, motor mechanic since that date.

(b) That he is employed in an essential motor-vehicle repair shop.

(c) That he is engaged on essential work in that shop and that his retention is in the national interest. (d) That it is not possible for his work to be done by reorganization or other adjustment and that there is no likelihood of a capable substitute (either with or without training) being available to do the work.

Applications for _deferment should be made by employers immediately after the men concerned have registered on September 2. The present arrangement is that all formsN.S. 300 are rejected automatically, but the employer should not be deterred by this, as immediater action by him may result in the lads being deferred. The employer should, therefore, if he considers that the essential conditions are complied with, communicate at once with the Regional Transport Commissioner, with a view to the necessary representations being made to the District Man Power Board for deferment under the special arrangements.
