Which of the following most accurately describes the problem?

• AE Hawkins (Haulage Contractors) has had the duration of its licence cut followng the issue of vehicle prohibition notices. But West Midland Licensing Authority John Mervyn Pugh said he was desperate not to curtail its business in the present economic climate.

For the Kingswinford-based company, Michael Carless said it held a 40-vehicle licence, ex piring in February 1995_ It specialises in the carriage of bricks and is BS5750 accredited. During a recent maintenance investigation eight vehicles and four trailers were examined and two vehicles were issued with immediate prohibitions. Hawkins had been let down by one of its fitters who had since left the company.

Asked about apparent long gaps between trailer inspections, director Gary Hawkins said the trailers were inspected with the vehicles. There were a few trailers that were not coupled to vehicles but the paperwork for those trailers had been lost.

Warning the company, and directing that its licence should terminate in December 1993, Mervyn Pugh emphasised that safety was paramount. He said the company would be called to a further public inquiry when it sought to renew its licence.
