Which of the following most accurately describes the problem?

THE Road Haulage Association's national executive council was due to meet to consider the setting up of a new National Tipping Service as CM went to press this week. The new service has been the brainchild of the RHA's group co-ordination officer, Mr Kerril Spencer. The scheme before the council would involve the scrapping of the regional tipping service and the area tipping committees.

Tipper men would be able to run their own functions, conventions, seminars and other events as well if the proposals are approved by the council — but they will also be responsible for any losses too.

But Mr Spencer was optimistic about the future: "We ought to make a few bob out of it," he said. "I am hoping that this time we will know where we are going — or at least have an idea."

The proposals being considered by the council include the formation of local tipping groups on the basis of natural boundaries and regional committees with membership elected by the local groups.
