• After learning that Mr D. H. Barnes, a Cheshire tipper operator from Sta'pleford, had operated a vehicle for which he was not authorized, the deputy North Western LA, Mr A. H. Jolliffe, decided in Manchester on Tuesday to suspend his 0 licence under Section 69 by deleting for a six-month period one of the two vehicles specified and to refuse his application for an additional three vehicles.

Evidence regarding maintenance arrangements and facilities was given to the deputy LA by Mr D. A. Lees, a DoE vehicle examiner, who said that he had carried out an inspection on July 13 this year of the maintenance facilities, the vehicles and services of Mr Barnes. The inspection had revealed that as well as the two vehicles authorized, Mr Barnes was also operating a third vehicle, the condition of which attracted an immediate GV9. One of the two authorized vehicles was also issued with a prohibition notice. Mr Lees added that no proper maintenance system was in operation and no vehicle accommodation was available.

Mr Barnes said that one of the vehicles was covered by guarantee maintenance and the unauthorized vehicle had only been used on site work.

He went on to say that he did keep records in a notebook but these were only of repairs carried out.

On announcing that he would suspend the licence Mr Jolliffe remarked: "This is most unsatisfactory, you have disregarded all the rules".
