A Exemption from both oper ator's licensing and plating and testing is provided for dualpurpose vehicles. In Regulation 3 of the Motor Vehicles (Construction and Use) Regulations 1973 a dualpurpose vehicle is described as a vehicle constructed or adapted for the carriage of both passengers and goods or burden of any description. Its unladen weight must not exceed 2030 kg (2 tons) and it must be either so constructed or adapted that the driving power of the engine is, or by appropriate use of the controls, can be, transmitted to all the wheels or satisfies certain other construction details. Your Land-Rover, as a fourwheel-drive vehicle, can be considered a dual-purpose vehicle.

Exemption from operator's licensing is contained in paragraph 2 of Schedule 1 of the Goods Vehicles (Operator's Licensing) Regulations 1969 and from plating and testing in paragraph 1 of Schedule 2 to the Goods Vehicles (Plating and Testing) Regulations 1968.
