• Representations have been made to the Transport Managers' Licence Committee that some operators may have several people at one operating centre who are equally capable of carrying a transport manager's responsibility. Only one or two of them may be nominated initially as a licensed transport manager and the Committee has been asked whether the remainder can also be licensed straight away because, if required later they will be unacceptable unless they have passed an examination.

It has been pointed out by the Ministry of Transport, says the Committee, that the Act provides that LAs may issue transport managers' licences if "the applicant holds, or is entitled under a contract to take up, a position carrying direct responsibility for the operation and maintenance of goods vehicles".

The names of such additional licensees would not appear on the operator's licence but they may be held to have a share in the responsibility for any shortcomings in the operator's performance.
