Which of the following most accurately describes the problem?

THE Prime Minister should be ashamed of himself and his party for their " miserable and inhuman" attitude towards concessionary fares for pensioners, said Mr. Edward Short (Labour, Newcastle Central) in the Commons this week.

He pointed out that last week a large number of Tories had again blocked his Bill amending the law so that local authorities could grant these concessions.

Sir Alec told him that the Government considered the best way of helping old people so that they could fulfil their legitimate needs was to give them cash payments and not to subsidize any particular service.

Opposition leader Mr. Harold Wilson joined in by asking the Premier whether he thought there was any logic or humanity in the situation which allowed a local authority to grant free bus passes on any route where passes were in force in November, 1954, but denied them to old-age pensioners and others living on new housing estates where, by the very nature of things, these passes could not have been given in 1954.
