Which of the following most accurately describes the problem?

THE Minister of Transport is to amend the Construction and Use Regulations to restrict the use of two-tone horns solely to priority vehicles, these being Ore, ambulance and police vehicles as specified in regulation 20(4) of the C. and U. regulations; to them he is now to add bomb disposal vehicles used by the Services, Blood Transfusion Service vehicles and emergency vehicles used by the coastguard rescue services.

The regulation excludes mobile shops from using two-tone horns and regulation 86(5) is to be amended to ensure that drivers of these vehicles are aware that they must also comply. with the Noise Abatement Act 1960.

Also to be amended is regulation 45 of the Road Vehicle Lighting Regulations so as to permit priority vehicles to carry a blue flashinglight and an amber flashing light, the latter for use only in the immediate vicinity of an accident or breakdown.

Comments on the proposed amendments must reach the Minister by June 12.
