Which of the following most accurately describes the problem?

IT is rumoured that, despite the con tinued opposition of the unions to an increase in the speed limit of heavy goods vehicles to 30 m.p.h., the Minister of Transport has signed an order authorizing the change. The report cannot he confirmed.

An increase in the limit is opposed in the Pedestrians' Association's annual report, but it is suggested that a compromise might be reached by allowing it only outside built-up areas, provided that the limit was strictly enforced.
