Which of the following most accurately describes the problem?

S.T.R. ON BRICK-HAULAGE PROBLEMS. • • A good deal of the interest at last week's meeting of A.R.O. Luton Subarea, which was addressed by S.T.R. The Commercial Motor costs expert, turned on brick haulage. One speaker suggested that if the hauliers were to charge brickmakers economic rates for haulage, the manufacturers might purchase their own machines.

There were two ways of dealing with this situation, according to S.T.R. One was to realize that, if haulage be obtainable Only at unprofitable rates, it might just as well be let go. Secondly, that no manufacturer of any commodity for which there is a fluctuating demand is ever going to find it economic to buy all his own vehicles. He must rely upon hauliers for some proportion of the work, and, more -often than not, because he must hire in part, decides to do so altogether.

C.M.U.A. Meetings Endorse • ' Higher Rating."' A resolution was passed, last week, at Stockport and Buxton meetings of the C.M.U.A. (Manchester Area), confirming that the " higher-rating " decision of the appeals committee of the National Joint Conciliation Board must be adhered to. This matter was stressed at Stockport particularly, as that town is in Grade 2, yet is only a few miles from Manchester (Grade I), to which there are large volumes of transport from Stockport. • Mr. E. F. B. Topham (Manchester) spoke at both meetings.

New P.S.V. Organizer for A.R.O.

Improved personal service for operators is the motive which has influenced A.R.O. in appointing Mr. J. H. Lowe, who is well known for his long connection with Grey Coaches, Ltd., as organizing officer of the Metropolitan

Area passenger section. He has rec24

cently disposed of his interest in the company, which, however, will continue to operate as before.

Mr. Lowe was for many years a member of the management committee of the late Motor Hirers and Coach Services Association, and held a prominent honorary position in A.R.O. His varied experience in the industry will be of material benefit to operators.

. Chesterfield A.R.O. Appointments.

Although Chesterfield is in Derbyshire, it forms a part of the Yorkshire Traffic Area, and, following the merger with the Yorkshire Stage • Carriage Operators Association, A.R.O. has a sub-area in the district. The following have been appointed to the com-i mittee:—Messrs. J.• 'Wharton, H: Beresford, B. R. Mills, A. Brunt, W. Bradley, Pears, J. H. Fretwell and T. Bullas.

Mr. Keeling Chairman of Leeds A.R.O.

Mr. Joseph Keeling, formerly vicechairman of the Yorkshire Stage Carriage Operators Association, was elected, last Friday, chairman of A.R.O. Leeds Sub-area. Mr. J. B. Midgley and Mr. S. Grimshaw were appointed vice-chairman and hon. secretary respectively, and the following were elected to the new committee, set up as the result of the Y.S.C.O.A.A.R.O. merger :—Messrs. T. Cockayne, J. Heaps, A. Bulmer, Dixon, G. Holden, J. Archibald, E. Borrowdale, E. West and A. H. Butterwick. 331 PER CENT. INCREASE IN RATES NEEDED.

"In many instances_ haulage rates should go , up by at least _ 33i per cent. They have come down considerably more than that since 100." Mr. Robert Barr, chairman of A.R.O. Yorkshire Area, made this statement when urging the need for Yorkshire hauliers themselves to set up rates-stabilization machinery, in an address to members of the Leeds Sub-area, last Friday.

The need for rates stabilization wasparticularly pressing, because hauliers were faced with serious increases in overhead charges. Stressing the tendency towards increased expenditure on vehicles, Mr.Barr said it Was his view that, during the next few years; Licensing Authorities would demand a higher

standard of fitness, .

: . Unless hauliers put their house in order with regard to rates, they ,would have to accept statutory niachinery. There was no doubt that further roadtransport legislation was coming along, and he felt sure that the Government was watching with greatinterest the control of rates iii Germany.

. New Huddersfield Officials.

Mr. H. Wilkinson has been elected chairman of A.R.O. Huddersfield Stubarea, and Mr. W. Haigh, vice-chairman. The following are the 'members of the new committee :—Messrs. N. Smith, H. Clayton, L. Chappell, L. Baddeley, J. Heathcote, N. Cooper, R. Rothwell, L. Roberts, H. Tinker and C. Woodhouse.
