Which of the following most accurately describes the problem?

NATIONAL CARRIERS Ltd is launching a full-scale attack on the Scottish contract-hire market to bring business up to the level achieved in England and Wales.

After a disappointing start over the first two-and-a-half years, NC now has 37 vehicles and 30 trailers — out of over 500 throughout the country — on Contract Services in Scotland. The company has budgeted to add 20 in 1980, and the first two months' business suggest this will be exceeded.

Speaking in Bathgate last week, Scottish marketing manager Bill Clark said: "We had great difficulty getting Contract Services off the ground in Scotland over the first two-and-a-half years. Only in the last six months has it gone ahead."

He said that Scottish businesses had displayed a "blinkered attitude" towards vehicles which were not their own. They wanted to own vehicles rather than rent them.

But he added that some of the blame lay at NC's own feet. "We didn't shout loud enough about the services available, and only now have we given the job to specialised staff."

The company's main Scottish customer is F. W. Woolworth which operates 15 Dodge Commandos from Cumbernauld.
