Which of the following most accurately describes the problem?

TARRY SMITH, the newly appointed national

officer of the passenger group of theTransport and General Workers Union. intends to play a vigorous part in the union's current recruiting drive. He estimates that 183.000 of the 260,000 currently employed in the industry are members of the TGWU. A further 10,000, he suggests, are members of the NUR or NUGMW.

A special drive is to be made to recruit employees of the smaller independent operators

who may operate from two or three to 80 or 100 coaches. In the main, says Mr. Smith, they are -blatantly anti-union", and they have reacted strongly in the past to any attempts to organize.

Notwithstanding the industry's present trials and tribulations. Mr.. Smith intends a serious effort to recruit the potential membership. Talks with employers collectively are anticipated, with perhaps "real pressure on one or two of the bigger operators".
