Which of the following most accurately describes the problem?

F'OR running an extra bus to the village of Keadby, to take people to a football match, Monkague and Geoffrey Williams, Station Road, Scunthorpe, bus proprietors, were each fined £2 10s., at Scunthorpe last week. They were charged with departing from the licensed times.

Mr. W. Bains, defending, said that it was " a bundle of red tape" and "a charge which should never have been brought." A traffic inspector said Williams ran a duplicate vehicle to Keadby which left 10 minutes earlier than scheduled. It also stopped at a club to pick up passengers instead of going on to wait at its proper terminus.

Mr. Rains said the Traffic Commissioners were saying, in effect, that a duplicate bus, put on especially for a _football match, must not go where it was most needed.
