Which of the following most accurately describes the problem?

FINAL decisions about the reorganization of the capital of the Ulster Transport Authority had been postponed by the Government because the Authority could not forecast precisely the effect that wage claims would have on the Authority's financial structure.

This was revealed by Lord Glentoran. Minister of Commerce, last week, when he moved the second reading of the Transport (Borrowing Powers) Bill. The Bill, which was passed by 12 votes to five, will increase the upper limit of the

Authority's borrowing powers from 112,500,000 to £15,000,000, The Minister, during the debate, agreed that the Government had accepted the principle of returning road haulage to private enterprise. But, he pointed out, it had been made clear that such action could be taken only in favourable circumstances. He did not think anyone could claim that the circumstances had been, or were, favourable,, but the problem was being kept constantly under review.
