Which of the following most accurately describes the problem?

EXPORTS of commercial vehicles in I-4 April reached a new record level with the shipment of 13,933 units. This compares with 11,646 in the same month of 1959. The only previous occasions when exports have topped the 13,000 mark were in October, and May last year, Production continued to run at a high level in April at 8,604 units a week, slightly lower than for the first four months of the year but favourably comparable with 7,125, the weekly average for the whole of 1959.

Of the 34,416 commercial vehicles made in April, 12.756 were allocated for shipment to the export markets.
