Which of the following most accurately describes the problem?

• In view of the Road Transport Industry Training Hoard's serious financial position, no further Motecs (training and education centres run by the Board) should be set up, the Road Haulage Association has stated in a memorandum to the RTITB on training. As reported in CM last week, the RHA also asked that firms should be allowed to disengage from the levy and grant procedure as soon as they reached their required standard.

A prerequisite to a new leit'y /grant scheme, the RHA believes, is the establishment of sub-boards for each of the main sectors (road haulage, passenger vehicle operation, and the motor trade). The levy should not be increased beyond its present 2.2 per cent, says the RHA, and companies which "opt out" should be liable only for a contribution towards the Board's administration costs.

The RHA emphasizes that road haulage has never received an excess of grant over levy, and in the year ending March 31 1970 hauliers paid £2,785,700 more than they received back, whereas total payments made by the Board to all sectors were £2,921,300 in excess of levy receipts. Against a background of an accumulated deficit of £6m, the Association believes that road haulage should not be asked to help recoup past losses incurred by the Board as a whole.

The RHA suggests that Motecs (and perhaps group training associations) should become self-financing; that maximum grains should be limited to 100 per cent of levy within each sector, less a percentage to cover administration; and that Lim should be set as a ceiling figure to cover the cost of all Board administration.

The RHA suggests that the levy and grant system should work as follows: At the beginning of the year all employers should pay part of the total levy, to cover RTITB administration. Employers disengaged from the icily /grant scheme should at this time pay .a levy towards the Board's administration costs only. At the end of the training year. employers who have had the value of real training assessed by the RTITB should pay the difference between total levy (less an administration portion already paid) and their agreed grant percentage. Employers who continue in the. normal leVy /grant system should, as well as paying the portion towards administration, formulate their grant after the end of the year, and the agreed amount should be offset against the balance of the total levy still owed.

Peak chief sells

• The founder, chairman and managing director of Peak Trailers, Mr T. Marshall, has sold his controlling interest in the company. Mr Marshall sold his 60 per cent share holding at 2s 9d a share last week when the shares were standing at 4s on the Stock Exchange.

The shares were purchased by Mr J. Finch and Mr D. T. C. Caldow, directors of Lonscot Securities which sponsored Peak's public quotation two years ago when the shares were offered at 7s 6d.
