Which of the following most accurately describes the problem?

It is just a year ago that we announced the first and only weekly journal to deal with the utility road motor. The year has been one of great development for the commercial motor industry generally, and for the motor omnibus movement most of all. The pages of this journal record each and every development, as it takes place from week to week; hence there is no need for us to do more than to remind our supporters that neither labour nor expense will be spared on our part to forward the interests of the section of motoring to which we are specifically pledged. The day when self-propelled utility vehicles gave occasion to point the finger of scorn has gone by : the great majority of users are now able to come forward and testify to the worth of mechanical road transport from their own experience under varying conditions.

The steam lorry has completely vindicated the assertions of its earlier advocates, and is thoroughly standardised, whilst the motor omnibus is now estabished beyond the region of dispute, though not beyond possibility of improvement. The motor van has proved its capacity to replace all horsed delivery in suburban areas, and it is already making good strides in less favourable circumstances. Without labouring any review of all that has been achieved during the past 12 months, we do not hesitate to say that the year 1905 will be regarded, largely owing to the operation of the Heavy Motor Car Order, as the starting point for the successful application of commercial motors of all kinds. The extended use of motor vans, whose scope has been convincingly demonstrated by the appearance of this journal, will prove the feature of tgo6.
