Which of the following most accurately describes the problem?

In CM, November 17, 197E you report that "Owner-driver must have an internationE. Operator's licence if they war to pick up containers from dock anywhere if those container have arrived from abroad, sait West Midlands Senior Traffi Examiner, Eric Smith . .

I am afraid that Mr Smith wa misreported. He was referrijm to the collection of a loadei trailer that had arrived from alo road and was also explainini that the same thing applied if loaded trailer was defivered t the docks for shipment abroad.

This is different from th operation where an articulate tractor and empty trailer collect from the docks a containe which has been shipped on it own from abroad or where container is taken to the dock and unloaded in order to b ship'ped abroad as a parcel, kn a vehicle.

R. J. JARMAN, Clerk to the Licensing Authority, West Midland Traffic Area.
