Which of the following most accurately describes the problem?

THE emergency movement of heavy industrial plant, and of rotors or stators for public lighting stations, to name only a few examples, is being gravely impeded by the requirements as to advance notifications under the Road Traffic Act. Haulage contractors are in as great a quandary as are those who require the services of their special rolling-stock for the quick and safe conveyance by road of these and like indivisible pieces.

We are satisfied that the national interest calls for a relaxation of the existing rigid prograinme of advance intimation. It simply cannot be carried out in many instances. We suggest, as a practicable alternative, that the contractor shall be allowed, within 48 hours of the passage of the exceptional load, to lodge, by way of registration of facts, with the designated authorities concerned, a schedule of route, times and weights.
