Which of the following most accurately describes the problem?

• Mr. R. Bentley, of Ossett, was fined £14 for breaking plating and testing regulations when he appeared at Batley magistrates' court last week. He was fined E7 on both Sections 14(1) and 14(2) of the Road Safety Act 1967.

Three more cases were heard at Bradford magistrates' court last week. Mr. J. H. Lisle and his partner, Mr. T. N. Smith, both of Barnsley, were fined a total of E30 for failing to produce plating and testing certificates. They were each fined £10 in connection with the testing offence and £5 for the plating offence. Mr. T. H. Wallace, of Bradford, was ordered to pay a fine of £10 for contravening Section 14(1) of the Road Safety Act 1967 and £5 for breaking Section 14(2) of the same Act. Vit. C. Dex. Products Ltd., of Bradford, was fined £20 for failing to be able to produce plating and testing certificates. The company was ordered to pay a fine of £10 on both Sections 14(1) and 14(2).
