It is not satisfied by evacuation procedures, or the wagons' design.
Eurotunnel is now modifying and testing the wagons as part of the "safety case" it must present to the Anglo-French Channel Tunnel Safety Authority in July.
About 100 of the Italian-made wagons were delivered to Eurotunnel this week. The have latticed side walls and roofs; drivers will travel in a separate car behind the engine.
Eurotunnel proposes to modify the wagons to meet the authority's objections. But the safety body has called for the carriages to be enclosed like the carriages for cars and passengers.
